Osvaldo Quintero is an independent digital law attorney who graduated from the University of Panama in 1999 and obtained an MBA from ULACIT in 2001. He completed studies in PKI technology and electronic authentication in Taipei, Taiwan, as well as ISO 27001 courses, and has more than a decade of experience in the field of electronic signatures — as a former legal and technical advisor at the National Directorate of Electronic Signature of the Public Registry of Panama, and former advisor in the E-Commerce Department of the Ministry of Commerce and Industries.
He was the creator and legal lead in the drafting of Law 82 of 2012 on electronic signatures in the Republic of Panama, as well as all regulations implementing Law 51 of 2008 regarding electronic signatures up to 2025. He is also a programmer with knowledge of Python, JavaScript and Solidity (Blockchain).
Currently, in 2026, he assists registered trust service providers in Panama with the renewal of their certification before the authorities, and has registered copyrights for qualified electronic signature software applications. He is also an Authorized Public Translator (English–Spanish).
